A number of tinted plastic bags used in supermarkets contain high levels of lead, with some recording 250 times the EU safety standard, Kyoto researchers have found.

The researchers believe the dyes used in the bags contain lead. While most of the bags are burned at waste disposal plants, they warned that residual ashes and bags that do not end up in the plants could pollute the environment.

A group led by professor Shinichi Sakai of the Kyoto University Environment Preservation Center collected 154 different types of colored plastic bags in fiscal 2006 and 196 different types in fiscal 2007 in the city of Kyoto. They found high levels of lead exceeding the EU standard of 100 parts per million in 27 of the first batch of bags and 33 of the second.

The highest level detected in the study was 25,000 ppm, and three types of bags contained 10,000 ppm or more. The average level was 310 ppm, according to the group.

They say the trend is seen nationwide and estimate that 84-110 tons of lead are used in plastic bags annually in Japan.

Aside from environmental pollution concerns, Sakai said the bags could contaminate the food products put inside.

Outcry over Ozawa scandal role forces about-face

Democratic Party of Japan lawmaker Tomohiro Ishikawa, who has been charged with misreporting money in DPJ Secretary General Ichiro Ozawa's fund management body, plans to leave the party, possibly Friday, a DPJ source said Wednesday.

Ishikawa, 36, had said Tuesday in his home district of Obihiro, Hokkaido, that he would not resign as a lawmaker or leave the ruling party, but reversed his position apparently because of criticism in and out of the party.

Philippine presidential campaign starts

A presidential election campaign has started in the Philippines to choose the successor to Gloria Macapagal Arroyo. The 4 leading candidates launched their campaigns on Tuesday.

They are former defense minister Gilberto Teodoro; Senator Benigno Aquino, the son of the late former president Corazon Aquino; Senator Manuel Villar; and former president Joseph Estrada.

The focal point of the campaigning is how each candidate will evaluate Arroyo's 9-year administration, which has been marred by scandal and anti-government protests.

Launching his campaign in his native Tarlac Province, Aquino said corruption is rampant in the Arroyo government and people are suffering from poverty.
He pledged to bring about change.

Opinion polls show that Aquino and Villars are neck-and-neck. Teodoro lags behind because of his association with the Arroyo government that has ruled the country since 2001.

Voting is scheduled on May 10th after the 3-month campaign.

Haiti ups quake death toll to 230,000

In Haiti, at least 230,000 people were killed in the devastating earthquake last month, exceeding the casualties of the 2004 Indian Ocean tsunami.

The Haitian government said on Tuesday it has confirmed the death of 230,000 people in the quake on January 12th.

It also said the figure does not include victims privately buried by their families and that the number is expected to rise further as many people remain missing.

In December 2004, about 220,000 people were killed in the powerful quake off the coast of the Indonesian island of Sumatra and subsequent tsunami.

NHK's correspondent says Haiti urgently requires medical aid from the international community as public heath is deteriorating due to poor conditions in the makeshift camps where many people are living.

Local hospitals were severely damaged in the quake and doctors and medicine are in acutely short supply.

Boats and helicopters are shuttling the injured between shore and a US Navy hospital ship off the capital Port-au-Prince. But the ship does not have the resources to treat all the patients, as many of them require long-term care.

OSAKI, Miyagi -- A husband and wife here were both arrested Tuesday for completely separate crimes, one for theft and the other for embezzlement.

"In more than 30 years as a police officer, I have never seen such a thing," said one senior officer with the prefectural police.

Masaya Takahashi, 46, was arrested on suspicion of stealing a portable game console from a parked truck on Jan. 26. His wife Nobuko, 39, was arrested on suspicion of embezzling about 2 million yen from her company's reserve travel fund while she was an accountant at her former firm from September 2005 to April 2006.

Toyota the city rides out the storm

Troubled car giant's namesake home in for a penny, in for a pound

TOYOTA, Aichi Pref. — Even in its hometown, the great automaker has lost some of its mystique.

Rising out of the barren winter rice fields of Aichi Prefecture, this city of 400,000 is probably the most Toyota-friendly place on the planet. Renamed after the company 51 years ago, it hosts the corporate headquarters as well as enormous factories and is beholden to the automaker for tens of thousands of jobs and the bulk of its tax income.

Residents say they, like the rest of the world, were surprised by the safety problems that have led to mass recalls of Toyota vehicles. But it was the company's response that was more shocking — the global icon came across as dithering and unprepared.
