Abuse of elderly up, said often unintended

Kyodo News

Abuse of elderly people has been increasing physically, psychologically, economically and in neglect of required nursing care.

Some families also do not understand what dementia is and become victimizers.

One one incident in which a neighbor reported apparent abuse to a local government, an official who responded to the tip visited the home of a woman in her 80s living with one of her sons, finding her dazed and apparently unwashed and incontinent on her bed. A bottle of juice and a sweet bun were left next to her pillow.

The woman had dementia. Her son, in his 50s, had left her unattended as he was overwhelmed with how to take care of her, including changing her clothing and adult diapers.

The official said such neglect is not an extreme case, but it is often difficult for outsiders to know about it. Some families also think they are properly taking care of the aged but in fact are not.

According to a welfare ministry survey in fiscal 2008, consultations and reports about abuse of elderly people by their families numbered 21,692, with 14,889 cases judged as abuse, up 12 percent from fiscal 2007. Physical abuse accounted for 64 percent of the total in a multiple-choice questionnaire, followed by psychological abuse at 38 percent, neglect of care at 27 percent and economic abuse at 26 percent.

There were 3,976 consultation centers nationwide in fiscal 2008. Center employees visit the homes of possible abuse victims and if abuse is confirmed, the victims are sent to hospitals. If necessary, victims and their families are separated, and the victims are taken to facilities.

The Elder Abuse Prevention Law that took effect in fiscal 2006 allows municipal officials to do thorough audits in case of life-threatening abuse, and seek police intervention.

Using pension benefits, savings and other assets of elderly people by their relatives without their consent is believed to constitute another form of abuse, although in many cases, those who use the money feel it is only natural to do so because they are caring for the aged.

Kenichi Nagano, head of the Elder Abuse Prevention Center in Kita Ward, Tokyo, cited a rise in cases of offspring using their parents' money because of financial difficulties in recent years.

He said such cases come to light when it becomes difficult for offspring to pay for care services, when savings are suddenly withdrawn from parents' accounts and when there is a large gap between the income of the offspring and their living situation. "Children's neglect of nursing care because of their resistance to spend money is inextricably linked to economic abuse," Nagano said.

As for abuse prevention, early discovery is vital, said Kinuko Takasaki, head of the Japan Academy for the Prevention of Elder Abuse and a professor at the Open University of Japan, adding, "Everybody should know from an early age what abuse is.

"We'd like local governments to try to open people's eyes to abuse by pamphlets and other means, and support the creation of regional networks. It's good for the elderly to have others to confide in, whether they're medical doctors or friends, in an emergency," she said.

Job offers-to-seekers ratio averaged record low 0.47 in '09

Kyodo News

The average ratio of job offers to job seekers dropped to a record low in 2009, down 0.41 point from the previous year to 0.47, the government said Friday.

The ratio, the lowest since the survey began in 1963, means there were only 47job offers for every 100 job seekers. In December, the ratio stood at 0.46, up from0.45 in November, markinga fractional increase for the fourth consecutive month.

The unemployment rate averaged 5.1 percent in 2009, the highest since 2003, when it hit 5.3 percent, the Internal Affairs and Communications Ministry said.

Last year's jobless rate jumped a record 1.1 points from 2008, it said, addingthat the average number of jobless people in 2009 also increased to an all-time high since 1954, when comparable data became available, rising by 710,000 to 3.36 million.

Hit by the 2008 global economic crisis, unemployment turned significantly higher, rising steadily from 4.1 percent in January to a record high 5.7 percent in July and staying above the 5 percent since then, though it has improved slightly in recent months.

The seasonally adjusted jobless rate in December unexpectedly fell to 5.1 percent from 5.2 percent in the previous month, a preliminary report by the internal affairs ministry showed.

The rate was slightly lower than the average 5.3 percent forecast by economists in a Kyodo News survey.

"The (unemployment) rate improved slightly. But it is far from giving grounds for optimism," Prime Minister Yukio Hatoyama told reporters at his office Friday morning.

The jobless rate for men fell 0.1 percentage point from the previous month to 5.3 percent, while that for women rose 0.1 point to 5.0 percent.

Foreigners win \17 million for trainee abuses

KUMAMOTO (Kyodo) The Kumamoto District Court awarded more than \17 million in damages Friday to four Chinese interns who were forced to work long hours for low wages in Kumamoto Prefecture.

The court ordered that the union Plaspa Apparel, which arranged the trainee work for the four, to pay \4.4 million and that the actual employer, a sewing agency, pay \12.8 million in unpaid wages.

It is the first ruling that held a job broker for foreign trainees liable for their hardships, according to lawyers representing the four interns.

The four female Chinese trainees, aged 22 to 25, engaged in sewing from early morning to late evening with only two or three days off a month after arriving in Japan in 2006, according to the court.

How to Train the Aging Brain
( New York Times )

Many longheld views, including the one that 40 percent of brain cells
are lost, have been overturned. What is stuffed into your head may
not have vanished but has simply been squirreled away in the folds of
your neurons.

One explanation for how this occurs comes from Deborah M. Burke, a
professor of psychology at Pomona College in California. Dr. Burke
has done research on “tots,” those tip-of-the-tongue times when you
know something but can’t quite call it to mind. Dr. Burke’s
research shows that such incidents increase in part because neural
connections, which receive, process and transmit information, can
weaken with disuse or age.

But she also finds that if you are primed with sounds that are close
to those you’re trying to remember ─ say someone talks about cherry
pits as you try to recall Brad Pitt’s name ─ suddenly the lost name
will pop into mind. The similarity in sounds can jump-start a limp
brain connection. (It also sometimes works to silently run through
the alphabet until landing on the first letter of the wayward word.)
